California care providers—and the fragile souls they serve—deserve systems and care plans that truly support this vital work, so residents can do more than survive: they can thrive. The Urban Foster Parent and Congregate Care Coalition was formed to strengthen providers, restore equality and integrity to caregiving, and advocate for practical improvements across California’s care systems. We are steadfast in our effort to elevate standards, reduce barriers, and ensure every resident receives safe, consistent, dignity-centered care.
Equity and equality aren’t promises—we know they’re real only when government agencies operate with transparency, consistency, and accountability. If a care plan depends on the county, the worker, or the week, then we don’t have a system—we have a lottery. And the people who pay the price are the residents, and the providers who hold their lives together.
Our Coalition is not asking for special treatment. We’re asking for clear standards, public reporting, and timely, coordinated action—so every caregiver knows what to expect and every resident gets what they are entitled to. Let’s build a system where decisions are explainable, timelines are enforced, outcomes are measured, and failures are corrected. That is how we restore integrity—and that is how we help people move from surviving to thriving.
